Kazakhstan Imposes Critical Condition on Miners: State Establishes Strategic Crypto Reserve

Kazakhstan has taken a giant leap toward creating a national crypto reserve by approving new strategic rules that mandate the transfer of a portion of digital assets to the state in exchange for electricity quotas provided to mining companies.

The Government of Kazakhstan officially adopted the Strategic Digital Mining Implementation Rules on July 18, 2026, directly linking the cryptocurrency mining sector to the state’s economic objectives. This significant Decision No. 638 aims to ensure the efficient use of the country’s energy resources while simultaneously making it a powerful player in the digital asset ecosystem. The regulation positions mining activities not just as an industrial branch, but as a tool shaping the state’s financial future.

Under the new regulation, digital mining companies with strategic status will be eligible for electricity quotas at ceiling prices set for energy producers. However, there is a critical condition for utilizing this benefit; miners will be required to transfer a specific portion of their mined digital assets to the Astana Hub. This move proves that Kazakhstan views cryptocurrencies not just as a source of tax revenue, but also as a strategic reserve asset.

National Bank of Kazakhstan and the Crypto Reserve Strategy

These collected digital assets will be managed by a state investment company affiliated with the National Bank of Kazakhstan. This strategic crypto reserve will not be limited to direct cryptocurrencies; it will also be able to invest in derivatives based on digital assets and shares of companies developing technology in this field. In this way, the state aims to have a say as a direct investor across different layers of the digital financial world.

These rules, which will take effect 10 calendar days after their official publication, integrate mining activities into the state’s long-term investment plans. This system, which makes operational costs predictable for mining companies, allows the state to build a digital portfolio in global markets. With this strategy, Kazakhstan plans to transform digital asset mining into a pillar of national economic security.
