$4 Billion Sanctions Shock in the Crypto Market: Iran’s Massive Network Infiltrated Even Binance

A recent Reuters investigation revealed that the Dubai-based Shelbit exchange is at the center of a massive $4 billion cryptocurrency network used by Iran to bypass sanctions.

Cryptocurrency markets are reeling from the shock of one of the largest sanctions-evasion operations discovered since 2016. The unlicensed Dubai-based exchange known as Shelbit is identified as a primary hub in a complex mechanism used by Iran to infiltrate the global financial system. This massive operation is reportedly linked directly to an illegal gambling network spanning more than 2,000 platforms worldwide.

According to investigative data, Shelbit transferred hundreds of millions of dollars worth of crypto assets to Binance, the world’s largest exchange. This structure, allegedly linked to the Central Bank of Iran and the Revolutionary Guard—a military force—uses digital assets as a bridge to circumvent sanctions. John Wojcik, a senior analyst at TRM Labs, describes this as the largest illegal gambling organization encountered to date.

Sanctions Pressure on Crypto Exchanges Intensifies

Independent researchers argue that the Revolutionary Guard is directly behind this operation, characterizing it as a clear state strategy. It is stated that Shelbit integrated not only gambling funds but also newly minted digital currency from Bitcoin (BTC) mining operations in Iran into the system. While the U.S. takes strict measures against such activities, it seized $1 billion worth of Iran-linked cryptocurrency last May.

Binance, for its part, stated that Shelbit never had an account on the platform, but that linked users were identified, frozen, and reported to law enforcement. This development highlights the challenges global exchanges face in complying with sanctions regimes and the legal risks created by users’ indirect interaction with such networks.
